Rami is a seasoned Policy Reform and Legal Affairs Advisor with over 25 years of distinguished experience in driving systemic transformation across the Middle East and North Africa. With a robust legal foundation and a strategic lens on public policy, Rami has spearheaded reform agendas that span governance, sustainable development, and institutional modernization. As a licensed attorney and Partner at Vision39.legal in Jordan, he provides high-level counsel to international organizations, governments, and private sector leaders on legal reform, regulatory compliance, and ESG integration. Throughout his career, Rami has championed the mainstreaming of Environmental, Social, and Governance (ESG) principles into regional development frameworks. During his tenure as Regional Lead for Gender & Economic Inclusion (GEI) Policy at the European Bank for Reconstruction and Development (EBRD), he was instrumental in embedding ESG criteria across diverse investment operations. He guided GEI due diligence processes, developed inclusive business models, and steered the formulation of client action plans in alignment with global sustainability standards, including the SDGs and climate resilience targets.
His work extended across critical sectors such as tourism, infrastructure, and water, where he catalyzed interventions that advanced both environmental integrity and social equity. Rami’s multidisciplinary expertise cuts across policy dialogue, legal drafting, skills development, gender equality, and institutional capacity-building.
His leadership in legislative design has supported key national reforms, including the establishment of Jordan’s Skills Development Commission, the modernization of regulatory frameworks for Home-Based Businesses, and legal transformations in the justice, education, and tourism sectors. His contributions to Iraq’s veterinary legislation, undertaken in collaboration with the FAO resulted in a comprehensive legal review and the development of new laws and regulations that adhere to the international benchmarks set by the World Organization for Animal Health (WOAH).
